Yes, there are very good, well thought out and intelligent Convenants, Conditions and Restrictions (CCR’s) that have been carefully crafted to protect the integrity of the development and designed to protect future values for all the owners within the community. A copy of the CCR’s is currently available upon request. An HOA will also be in place to enforce the compliance of the CCR’s.
The HOA fees have not yet been fully determined but are anticipated to be $750 per month. The HOA fee will take care of maintaining the roadways, entrance feature and electronic gate along with the mail cabin structure. The HOA fee’s will also include snow removal on the main streets. The HOA will also be responsible to pay an annual fee to Forest Highlands for the continued use of Forest Highlands guard gate and roadways leading to The Estates. The HOA plans to have a concierge service available for an additional fee for outside services such as groceries, flowers, organizing a plumber, electrician, pest control, painting, and other miscellaneous repairs at your residence.
Within The Estates community there will be 7 specific parcels designated as having “horse privileges.” The specific parcels with horse privieges will be parcels 8, 9, 12, 13, 14, 15 and 16. There will also be strict regulations within the CCR’s regarding horse privileges from the number of horse allowed to the containment of the horses as no horses will be allowed to roam freely on any of The Estates’ 10-acre parcels.
The cost for drilling a well is determined by the depth of the well. The depth to water within the community is expected to be similar for each parcel. Based on the current well, within Estate parcel #4, at a total depth of 1060 feet with static water level between 700 - 800 feet, Barbie Drilling drilled and cased that well at a cost $32,000. Flagstaff Pump Sales has estimated the cost to place a pump in the well at approximately $24,000. For a total cost to drill and place a pump at approximately $56,000.
In addition, there will be the cost of a water storage tank and water lines from the tank to the main residence, which Flagstaff Pump Sales estimates would be between $12,000 to $15,000. The approximate total cost for the well, pump, water storage tank and additional water lines, is between $68,000 to $71,000. Costs will differ depending on the depth of the actual well and the length of lines between your well, storage tank and your residence.
Due to the soil conditions in the area an alternative septic system will be required. Costs for these systems will vary based the size of the home and the number and size of any additional buildings constructed (guest house, workshop, etc.). According to a proposal received from a septic system contractor, the cost to install an alternative septic system in the community should run from approximately $30,000 to $50,000.
Yes, all the owners of properties within The Estates Community will have access to adjoining National Forest lands, even if your property does not border on the forest lands. The owners can access the National Forest lands by way of the 2 access easements as shown on The Estates Plat between parcels 7 and 14, or between parcels 15 and 16.
Forest Highlands is considered one of the, if not THE premier mountain community in all of Arizona. Forest Highlands is a 24 hour 7 day a week guard gated secure community and the only northern Arizona Community with two championship 18 hole golf courses, two premier clubhouses and resort style pools, a professional tennis facility and a diverse array of other rewarding amenities. Currently there are Forest Highlands “Special Memberships” available to The Estates property owners wishing to utilize the amenities of Forest Highlands. There is no requirement to build within a certain time frame. Some people plan to take their time to develop their plans and build exactly what they want; building their main residence first and then expanding to build a guest or caretakers home over time.
The only other cost you will incur will be a one time $7,500 fee that will need to be paid to the Forest Highlands Association under the access agreement with Forest Highlands for the use of their 24-hour guard gate and all the access roads leading to The Estates.
